Generates a new PDF for the storm report and replaces the old file. The PDF is built entirely from
what you send, so include every section you want to keep. Send the fields inside a storm_report
object:

• title (required): the report's name, also used for the file name.
• description: a note stored with the report.
• property_address: defaults to the job's address.
• date_of_loss and weather_conditions: shown as "N/A" when left out.
• damage_summary: the narrative section of the report.
• photo_ids: an array of the job's photo IDs to include, in order.
• photo_descriptions: an object mapping a photo ID to the caption to print under it. Photos
  without one use the photo's own description.

The user behind the token is named as the inspector. The token's role must allow access to all
records.
