Suggests line items for product categories the estimate does not cover yet, with quantities sized from the property's roof measurement. Suggestions come from the estimate's product kit, or, when it has none, the kit that best matches the products already on it. Each suggestion carries its quantity, unit and price, and lists any measurements it could not account for in missing_components.

When the property has no roof measurement, no_active_measurement is true and there are no suggestions. Nothing is changed. Any role that can view the deal can call this.
