Returns one classic proposal with its line items. Tiered proposals mark each line with its tier (good, better or best), and accepted_tier records the homeowner's choice.

The response includes public_token, the credential in the homeowner's link that lets anyone holding it view and accept the proposal, so treat it as a secret. Any role that can view the deal can read its proposals.
