Returns what you need before creating estimates on an open lead: the company's active product kits, the roof measurement the kits will be sized from, the next estimate number with its default title, and the most estimates one request can create (max_estimates). Nothing is created.

measurements.roof_squares_missing is true when the property has no roof measurement yet; kits cannot be sized until it has one. service_area_missing is true when no service area covers the property, so product prices fall back to their defaults.

The token's role must be allowed to create estimates on this deal.
