List review requests

Returns review requests, newest first, with the job number and homeowner's name on each. Filter
with status and platform. Results are paginated with page and per_page (default 25,
maximum 100).

Roles with access to all records see every request in the company. Sales roles see requests on
jobs where they are the assigned sales rep. Other roles get an empty list.
