Records a permit for the job. All fields are optional; status defaults to pending and must be
one of pending, submitted, approved, rejected, expired or not_required.

Besides the fields shown, you can send approved_date and expiration_date (dates), and
address_id to tie the permit to one of the job's addresses when the job covers more than one
property. fee_amount cannot be negative. The user behind the token is recorded as
submitted_by.

The token's role must be able to work on sales or production jobs.
