Adds an empty option to a draft proposal. It takes the first unused name of Standard, Good, Better and Best, or "Option N" when those are taken. Fill it in with PATCH /agreements/{id}.

A proposal holds at most five options, and estimates and contracts hold exactly one. The token's role must be allowed to edit the document.
