Changes a permit's details. Send any of the fields accepted by the create endpoint inside a
permit object; fields you leave out are unchanged.

Changing status to approved emails the homeowner that the permit was approved, if they have an
email address and have opted in to email. Moving a permit to approved or not_required can let
the job be completed and can tick off a matching checklist item.

The token's role must allow access to all records or production work, or the user must be the one
who recorded the permit.
