Returns recorded crew payouts, newest first, together with the completed work orders still waiting for a payout and running totals.

• crew_payouts is paginated. Pass page, and optionally per_page (default 25, maximum 100).
• pending_work_orders lists every completed work order with a crew assigned and no payout recorded, oldest completion first. It is not paginated.
• summary gives the total owed, the total approved, and the total paid this calendar month, in cents.
• The token's role must have the Work production jobs or Manage payroll permission.
