Creates a checklist on the job. name is required.

If you pass checklist_template_id, the new checklist is filled with that template's items in
the template's order, so you don't need to add them one by one. Templates are set up by an
administrator in RoofRabbit. Without a template the checklist starts empty; add items with the
add-item endpoint.

The token's role must allow editing the job.
