Returns the job's permits, newest first. Results are paginated with page and per_page (default
25, maximum 100), and the pagination object reports the totals.

Only permits the token's role can see are included: all of them for roles with access to all
records, otherwise those on jobs where the user is the assigned sales rep or production manager.
